WoW addon folder for every version
Addons live in Interface/AddOns inside one flavor folder. The flavor is the whole problem.
Flavor folders
Windows installs usually sit in C:\Program Files\World of Warcraft\ or C:\Program Files (x86)\World of Warcraft\. The Mac root is /Applications/World of Warcraft/. If Interface is missing, you have not entered the game on that flavor yet.
The TBC Anniversary folder _anniversary_ comes from the ElvUI wiki alone. I am not going to also print _classic_ for that client. If your folder name differs, the disk wins and this cell gets corrected.

Questions
Why can I not find Interface?
Launch that flavor and reach the character screen once. The folder is created then.
